Purpose of Position: Assist the Stormwater Program Coordinator in the implementation of the NPDES MS4 Phase II Stormwater Permit.
Essential Job Functions
· Assist the Stormwater Coordinator in the development and implementation of a comprehensive education and outreach program.
· Inspect existing stormwater management facilities to ensure proper function and communicate with property owners and operators to bring facilities into compliance.
· Inspect construction sites for adherence to erosion prevention and sediment control regulations.
· Conduct stream investigations to identify sources of illicit discharge including collection of samples from streams and basic lab work.
· Update MS Access and GIS databases with construction, inspection, and stormwater system information.
· Create and update GIS maps of the stormwater system.
Auxiliary Job Functions
· Perform site visits to address complaints of discharges into the stormwater system.
· Assist the Stormwater Program Coordinator and other engineering staff with tracking, inspection, and record keeping of private development projects.
· Make decisions and work independently towards a common goal.
· Form positive community relations through interactions, communications, and partnerships.
· Aid in annual reporting data collection and presentation.
· Maintain work areas in a clean and orderly manner.
· Other duties as assigned.
Job Qualification Requirements
MANDATORY REQUIREMENTS:
· Bachelor’s degree in environmental education, environmental science, natural resources, or a related field; or equivalent combination of college level education and experience to successfully perform the essential duties of the job.
· Comfortable working safely and independently in the field under a variety of conditions.
· Working knowledge of environmental education, Green Infrastructure, and Low Impact Development.
· Strong oral and written communication skills. Ability to effectively communicate with a broad spectrum of audiences, including the general public, construction contractors, public officials, and state and federal regulators. Comfortable with public speaking and engaging with challenging individuals.
· Working knowledge of MS Office software, Adobe Acrobat, and ARC GIS Pro & Online.
· Self-motivated and able to work in a team environment.
SPECIAL REQUIREMENTS/LICENSES
· Valid Driver License with a good driving record.
DESIRABLE REQUIREMENTS
· Two years of experience in education, environmental science, or related field.
· Knowledge of communication principles, media, and marketing techniques.
· Experience using hand-held GPS unit for collection of field data.
· Experience working in the field, collecting and analyzing water samples.
· Experience with graphical and written communication platforms and applications including social media, website, and graphic design and editing.
· Ability to read and interpret construction drawings.
· Basic understanding of water resources, infrastructure, and regulation.
· Experience with the geometric, hydrologic and hydraulic design and construction of stormwater management facilities.

Physical Demands of Position
While performing the duties of this position, the employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach and manipulate objects. Duties involve moving materials weighing up to 40 pounds while walking on uneven ground at construction sites and within stream beds on a regular basis. Manual dexterity and coordination are required over 50% of the work period while operating standard office equipment.
Working Conditions:
Approximately 50% of the work period will take place outdoors with exposure to all environmental conditions, hazards and noise levels associated with field work and construction sites. The remaining work period occurs under usual office working conditions where the noise level is typical of most office environments with telephones, interruptions, and background noises.
Supervisory Responsibilities
Supervision is not a function assigned to this position. May provide training and orientation to newly assigned personnel on site policies and practices.
